Capsule Laying Ceremony at the PV Manufacturing Plant

On July 17, 2024, a ceremonial capsule laying event was held to mark the beginning of construction for the Solar Module Manufacturing Plant located in the special economic zone "Alatau Innovation Technology Park" in Almaty. This significant event brought together representatives from interested organizations and government bodies, including the Ministry of Foreign Affairs of the Republic of Kazakhstan, the Entrepreneurship Department of Almaty, Almaty Finance, Almaty Business Development Company, as well as representatives from scientific and educational institutions and others.

The plant, covering more than 2 hectares, will be equipped with modern equipment, including automatic assembly lines, laser plasma cutters, and automatic welding machines. The production capacity will be 150 MW per year, with plans to produce solar modules with a capacity of over 585 W, branded as "TGS-Solar." The project will create over 100 new jobs and will also establish a supply chain of Kazakhstani manufacturers of components and materials. Additionally, the technological partner is the world-renowned Chinese company LONGi Green Energy Technology Co., Ltd. (LONGi), which has established itself as a leader in solar technology and innovation.

This project will not only increase production capacities in the field of renewable energy but will also lead to the development of a high-tech workforce in the region, strengthening Kazakhstan's position in the green technology market. Moreover, the implementation of this project will bring Kazakhstan closer to the goals set by President Kassym-Jomart Tokayev, which include developing energy engineering, achieving carbon neutrality by 2060, doubling Kazakhstan's GDP by 2029, and enhancing the country's export potential.


Enhancing Export Potential

On July 12 in Astana, under the auspices of the Ministry of Trade and Integration of the Republic of Kazakhstan, an extended meeting of the operational headquarters on the development of non-resource exports was held in the format of a B2G dialogue. This large-scale event brought together representatives of more than 10 business associations, 20 government bodies, and national development institutions, as well as about 150 exporters. Delegates discussed key strategies and initiatives aimed at strengthening Kazakhstan's position in the global non-resource export market.

Zhomart Nurkanov, a representative of "TechnoGroupService" LLP, proposed the creation of an Export Cartel and the organization of product deliveries under a single credit agreement, which was accepted. This initiative is aimed at enhancing the export potential and increasing the competitiveness of high-tech Kazakhstani products in international markets. Currently, "TechnoGroupService" LLP is implementing a project to construct a 50 MW solar power plant in the Kyrgyz Republic, with the potential to export up to 80% of Kazakhstani equipment, services, and works of the project's total cost.


Signing of the Credit Agreement

On July 9, 2024, a significant event took place for the development of energy engineering in the renewable energy sector of Kazakhstan. Almaty Finance approved and signed a credit agreement with “Altyn Group” LLP (part of “TechnoGroupService” LLP) to finance the construction of a photovoltaic module (PV) manufacturing plant. This agreement provides the necessary support for accelerating the construction work and commencing production, which is scheduled for December 2024.

The Akimat of Almaty allocated a land plot of more than 2 hectares for the plant's construction, ensuring a convenient logistical location for the supply of raw materials and the shipment of finished products to potential clients in Kazakhstan and neighboring countries. The project aims to increase the share of renewable energy in Kazakhstan's total electricity generation. Currently, the share of renewable energy stands at 5.8%, with plans to increase it to 16% by 2035.

The production capacity will be 150 MW per year, with plans to produce solar modules under the "TGS-Solar" brand with a capacity of over 585 W. The project will create more than 100 new jobs and will form a chain of Kazakhstani manufacturers of components and materials.


Wind Potential of the Ulytau Region

As part of the cooperation between "TechnoGroupService" LLP and the Chinese corporation POWER CHINA on projects for the development of a 1 GW wind farm in the Zhanaarka district of the Ulytau region and the construction of a plant for the production of metal sections for wind turbine towers, pre-investment activities are ongoing. Project and survey work is being carried out on the allocated land plots, including the installation of a meteorological mast and Lidar equipment to measure wind energy potential. Kazakh and Chinese partners are working on structuring project financing and determining potential sales volumes for the future plant's products.

Representatives of the regional Akimat provide constant support for the projects' implementation. On July 3, 2024, Deputy Akim of the Ulytau region Zhanibek Nupirov and Head of the Department of Entrepreneurship and Industry Gaziz Toleuov visited the industrial base of "TechnoGroupService LLP", as well as the 1.2 MW "Zhez-Solar" SPP and the 10 MW "Kengir" SPP, which were built and are maintained by the company.

During the visit, current issues regarding the implementation of the promising "Zhanaarka" 1 GW WPP project and the wind turbine tower metal structure plant project were discussed. A reporting meeting with POWER CHINA and SINO HYDRO is scheduled to coordinate actions and ensure timely conditions for project implementation.
